Quebec Entrepreneur Program (QEP)

Program Description
The Quebec Entrepreneur Program (QEP) is designed for business owners and entrepreneurs who want to establish or acquire a business in Quebec and contribute to its economy. Successful applicants receive a Quebec Selection Certificate (CSQ), which allows them to apply for permanent residence (PR) in Canada.
The program has two streams:
• Stream 1 – For those with a business incubator, accelerator, or university program support.
• Stream 2 – For entrepreneurs who want to start or buy a business in Quebec.
Eligibility Criteria
To qualify for the Quebec Entrepreneur Program, applicants must:
• Be 18 years or older.
• Intend to settle in Quebec and actively manage the business.
• Submit a business plan that meets provincial economic needs.
• Have sufficient funds to support themselves and their family in Quebec.
🟢 Stream 1: Innovative Business Stream
For entrepreneurs who receive support from a business incubator, accelerator, or university entrepreneurship program.
Requirements:
• Business must be innovative (technology, research-based, or unique).
• Must obtain support from a recognized incubator, accelerator, or university-affiliated entrepreneurship program in Quebec.
• No minimum investment or net worth requirement.
Best for:
✔️ Startups and tech entrepreneurs.
✔️ Individuals who want fast approval and no net worth requirement.
🟢 Stream 2: Traditional Business Stream
For entrepreneurs who want to start or acquire a business in Quebec without incubator support.
Requirements:
• Minimum investment:
• CAD 200,000 (if business is outside Montreal).
• CAD 300,000 (if business is in Montreal).
• Minimum net worth: CAD 900,000 (alone or with spouse).
• Business ownership: Must control at least 25% of a new business or 51% of an existing business.
• Job creation: Business must create at least one job for a Canadian citizen or permanent resident (outside the applicant’s family).
Best for:
✔️ Entrepreneurs with experience in managing or owning a business.
✔️ Individuals who do not want to join an incubator.

Application Process
Step 1: Prepare Your Business Plan
• The business plan should include:
• Business concept, market research, and financial projections.
• Job creation details.
• Your role in the business.
Step 2: Gather Required Documents
• Proof of net worth (bank statements, tax returns, property valuation).
• Business experience documents (company ownership, management experience).
• If applying under Stream 1, a letter of support from an incubator/accelerator.
• If applying under Stream 2, a proof of investment commitment.
Step 3: Submit Application for the CSQ
• Applications are submitted to the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI).
• Processing time: 6 to 12 months.
• An interview may be required.
Step 4: Receive Quebec Selection Certificate (CSQ)
• Once approved, you receive a CSQ, which confirms Quebec’s approval.
Step 5: Apply for Permanent Residence (PR)
• Submit your PR application to Immigration, Refugees and Citizenship Canada (IRCC).
